59-year-old James Allen Blackburn was sentenced to 15 years in prison shortly after being found guilty of raping a homeless woman back in 2019.  Blackburn’s violent criminal history goes back over 40 years and includes arrests for injury to a child.  Once released, he will be required to register as a sex offender for the rest of his life, according to court records.
