A group of homeless people living in vehicles and tents have a small neighborhood in Oakland worried about their safety. Neighbors say that stolen cars are left near the encampment all the time. Oakland District 3 Councilwoman Carroll Fife represents the area. She said she’s working with the city on an enforcement plan to address the problem.
