Luke Wallace was arrested for shooting a homeless man who was looking through a trash and recycling bin that was sitting on the curb. Acording to police, it is not against the law for someone to go through trash if it is on the curb for removal. Wallace was booked into the Tulsa County jail for shooting with intent to kill victim Dwayne Armstrong.
