Encampment Not Going Anywhere

The Stockton encampment in question is located off Trinity Parkway.  The community has complained of visible fires, drug use, piles of trash, and creepy figures wandering around.  Loose dogs from the camp chased a child on their bike once, scaring him and others in the neighborhood to not jog through the area.  It’s not much the city can do because the area is state jurisdiction.
