The new Southeast Portland sanctioned-encampment is on a short list of a lot of people experiencing homelessness. They have around 45 openings, but no one seems to know the process of getting in. People have been told that one of Portland’s navigation outreach workers will have to find them and give a referral for entry, but many say that’s not the case. The confusion is leaving those in need out in the cold with Winter fast approaching.
