Sacramento voters supported Measure O. A form that allows residents to report unlawful camping on public property and demand the city do something about it. But because the city has allocated more than the maximum $5 million required to fund the requirements of the ESEA in the FY2023/24 budget, things are not going the way taxpayers thought it would.
