San Francisco City officials no longer have to sit on their hands thanks to the Ninth Circuit court providing clarity on who is considered “involuntarily homeless”. The courts acknowledged that individuals who decline an offer of shelter or have access to shelter are not involuntarily homeless. San Fransisco will now take action with what they believe to be all the legal tools they need to resume sweeps. City attorney David Chiu says this means that people should see fewer encampments over time and cleaner streets.
