The city of San Rafael puts forward a controversial city ordinance for homeless encampments

If passed one person would be allowed a 10-by-10-foot space.  Two or more people could take up no more than 200 square feet.  Each space is separated by 200 feet.  No camp can be within 100 feet of a playground or within 10 feet of public utility equipment boxes.
