In a few weeks, the city of Shawnee will require a special permit to feed homeless people in certain areas of the city. Some say this was brought on by homeless people trashing feeding locations and the surrounding areas after meals were served. City Manager Andrea Weckmueller-Behringer says first-time violators will be fined $250, and repeat offenders will have to pay $500.
