Mobile City officials claim that the Biloxi Police Department has been threatening homeless people with arrest in their city in an attempt to get them to relocate to Mobile. This was discovered in an open letter written by Mobile Chief of Staff James Barber, addressed to both the mayor of Biloxi and the Biloxi Chief of Police. The Biloxi Mayor’s office responded with a letter informing Barber that he was mistaken.
