Biloxi Mayor Andrew Gilich admitted at a City Council meeting that homeless people were being transported to Mobile, but they did so voluntarily. Gilich says he had some sort of deal with homeless shelters in Mobile to provide services to those being dropped off. None of the local Mobile shelters acknowledged any sort of agreement held with Biloxi city officials.
