St. Louis City officials said it was clear that New Life Evangelistic Center wanted to re-open as a homeless shelter when they were not permitted to, and they had not shown they could keep control of all the people they would attract. Rev. Larry Rice says New Life now plans to ask federal courts to allow it to reopen on religious freedom grounds.
