Cuyahoga County leaders are addressing the jail-to-homeless pipeline head-on with a Housing Justice Plan that points out eight things to help deal with the problem immediately. This includes housing, wrap-around services, and among other things, a need for funding from both the public and private sectors. The Housing Justice Plan calls for a three-year process of implementation.
